How crime syndicates govern systematically

and why they get away with their crimes

Intimidation is always the primary factor in criminal governance. The state may have institutions that strike fear into peoples lives. 
MAID in Canada comes to mind. If it isn't a large systemic killing field in Canada, it so happens to be equaled by another systemic killing field in Canada, drug death. Soon the two combined will equal 50,000 deaths per year. 

The drug ODs sustain a large harvest of organs for transplant. Why not profit from your crimes? I mean, isn't that what it's about? At the same time, why not eliminate needless drains on your annual budget? The MAID terminates long term medical care demands.

Thunder Bay has a race problem, and Indigenous people die from it

TORONTO -- On behalf of the Chiefs of Ontario, Ontario Regional Chief RoseAnne Archibald extends her deepest condolences to the family of Braiden Jacob and the community of Webequie First Nation.


“I am saddened to see another body of our youth found in Thunder Bay, Ontario. I am sending my deepest condolences to the family and friends of Braiden Jacob during this time and to Chief Wabasse, his Council and the community of Webequie. There is no reason for this individual to have lost his life after travelling to Thunder Bay to attend counselling services for trauma and grief. Clearly, our funding partners must continue the ongoing work of increasing essential mental health services directly in First Nation communities.” said Ontario Regional Chief Archibald.

“While we do not know the full details of Braiden’s disappearance, we do know the loss of life and the lost potential of young people, like Braiden, is an ongoing tragedy must be addressed with real on the ground solutions in Thunder Bay. I ask our allies to work with us and stand with us as we take further steps to keep our youth safe. Like all families, we want our children to be safe and treated with dignity by everyone.”

A vigil took place for the family of the Braiden Jacob at the Victoria Inn in Thunder Bay on December 8th, 2018 at 7pm. We are sending our hearts and prayers to the family of Braiden and the community during this difficult time.

Maintaining the Health and Well-being of People - Indigenous Public Security

An important factor in understanding an Aboriginal community starts with respecting that, despite all attempts to eradicate their culture, they still maintain their culture their languages and their beliefs. Elders continue to hold a prominent position in Aboriginal life; they are the teachers and sometimes the medicine people (the healers). 

Their role is in many ways to protect Aboriginal traditions, customs and values. They are the guardians of Aboriginal cultural tradition and through them and the help they provide individually and collectively to tribe members they maintain the health and well-being of their people, they are respected for their wisdom and in many cases in today's changing world advise tribal officials and governments on issues that concern the well-being and best interests of their tribes.

"When the white man first seen us, when they first said, 'Well, there’s something wrong with these people here. They don’t have no religion. They have no judicial system. We have to do something for these people,' I guess that must have been what they thought because they totally screwed up what we already had." -- Chief Philip Michel Brochet.

In reality Aboriginal people have always resolved disputes concerning their communities. They had their own laws and governments and continue never to surrender their rights to be distinct cultural entities that govern themselves via their own custom and traditions. Attempts to interfere in their affairs which has been done repeatedly by federal governments and religious organizations since colonization throughout Canada can only be perceived as discrimination or worse cultural genocide.

Like most societies in the world it cannot be implied that Aboriginal society was free of criminals before Europeans arrived. But there were laws in place and there were consequences if they were broken. One of the more serious punishments was banishment. Historically tribes were family orientated individuals, hunting and socializing together and their survival was dependent on them being able to rely and trust each other. This is no different in European society wherein some criminals must be removed from our society for the safety of others.

On June 17, 2014, Wilfred King Chief of (Kiashke Zaaging) Gull Bay First Nation along with the band's council exercised their rights to protect Aboriginal culture and way of life, issuing an order of banishment on a 21 year old who has been charged on a count of arson. Banishment is a traditional Ojibwa practice used to punish criminals who threaten their society and way of life. Special adviser Beth Boon to the Chief and Council released a statement, "When we have one member who chooses to carry out activities that put the safety in jeopardy of families and community members, that's where banishment is exercised by the council."

Kayla Bourque, "Canada's Cutest Psychopath" Back on the War Path

A twisted soul with sunken eyes that wide stare the world, she looks harmless, in fact she looks scared. Kayla Bourque, 23, is being cited overseas in the UK, for example, as "Canada`s cutest Psychopath." She is 5 ft 4, 130 lbs with dark brown eyes and black hair. She was once an innocent but was left by mankind to starve. She was shut out and left alone to weak to cry. Is it any wonder she is now a psychopath? 

British Columbia corrections facility issued a public warning in December 2012 when Kayla finished a jail sentence and was released. Kayla plans to make her home in Vancouver. The Ministry of Justice said of her "She has offended violently against both people and animals and is considered high risk to re-offend." Kayla Bourque was brought up from the age of 8 months in Prince George. Her adoptive mother said she is "articulate and intelligent" but has a "preoccupation with causing harm to others." She is not welcome back into the family home. "Im scared that is she doesn't get enough help,the right help, it will escalate," her adoptive mother told CBC News. Her adoptive father does not see her as a threat to his own safety, but has concerns about the safety of other members in the family. 

In March 2012 Kayla was arrested after a friend reported a conversation where Kayla had told her she had disemboweled a cat then dismembered its body. She also had said she had fantasies about killing a homeless person or perhaps somebody living in residence at Simon Fraser University, where she was a criminology student.

On investigation officers found in her home a seven inch knife, hypodermic needles and a mask. But the discoveries didn't stop there, they also found a written "confession" where she narrates herself torturing and then hanging the family pet, a dog. The most disturbing find must have been a video she made where she takes enjoyment from killing a cat. It is a callous, cruel and sickening act but imagine feeling nothing and not being impacted by this crime. Imagine for a second how it would feel to feel only shallow and deafened emotions to never experience true happiness or love.

It has been proven by many researchers psychopaths have damaged brains. Psychopaths have been found to have a disproportionate hippocampus, the right side being significantly larger than the left. The corpus callosum also often appears bigger than that of a healthy human being. The way that a psychopath's brain transfers information, the speed that information is processed, is generally believed to be the reason why psychopaths fail to feel normal emotions and genuine remorse.

Kayla served six months in jail before her trial, Judge Malcolm Maclean added two months to her sentence when she she confessed to the charges amounting to an eight month sentence. The public are being requested to report Kayla if they suspect her of breaking any of her terms of release. The terms include a curfew which mean she cannot leave her home between 6am-6pm, a ban on accessing social network sites (she may only use the computer to look for a job). She cannot entertain visitors without first making them fully aware of her charges. She cannot enter into a relationship without a fully written confession of her crimes. In total there are 46 terms to her release which will make it difficult for the public to bump into her at all.

Psychopaths are often subject to the nature nurture debate. The real question being are psychopaths born or made? Studies into adoption have found that children can inherit psychopathic traits from their parents, however studies also exist that show a lack of secure attachment in early years can also have a devastating effect.
 
Kayla Bourque is the result of Communist tyranny and she is the victim of an institution. For almost 25 years dictator Nicolae Ceauceseu ruled over Romania with an iron fist. In an attempt to increase the population he banned contraception and abortion. In 1989 he was finally thrown from power but not before his disastrous policies left the country in economic ruination. Poverty stricken families were forced to surrender the children they could no longer feed. They surrendered them to decrepit state institutions and run down hospitals creating a whole generation of abandoned and neglected children. Kayla spent her first eight valuable months in such a place before being adopted by a loving Canadian family.

Dr. Elinor Ames researched and compiled a report "The Development of Romanian Orphanage Children Adopted to Canada." During her study she found that 72 percent of adoptive parents she researched believed their child's emotional, behavioral and social problems to be the most worrying issue. In her report she recommended that "All adoptions of orphanage children should be considered by parents and adoption officials to be special-needs adoptions."

The importance of attachment to a parent or caregiver in the first years of life cannot be underestimated. It might not look like much but when a parent looks into a baby`s eyes they are connected. The baby learns about the world around them at this point the brain is making connections of almost 1000 synapses a second. This attachment is in my opinion the most powerful force in the world. The matter of whether we should fear Kayla may be debatable, however the public should be made aware of the basis for her affliction.

Year 2008 had some heinous and haunting things to remember

What a year it has been for news about violent and murderous crime in Canada. This won't be a long statistical analysis. This will be a short treatment about violent crimes in the news this year. There was an unbelievably savage event in the media this summer, and court proceedings about a mysterious one, and haunting proceedings that continue to be unwelcome but remain to be resolved. What else is murder but savagery? Should savagery be measured in degrees and applied to the criminal code?

The beheading of Tim McLean, 22, on a Greyhound Bus trip from Edmonton, Alberta to Winnipeg, Manitoba in July 2008 ranks as a first degree savagery. The alleged perpetrator was found fit to stand trial by psychiatrists, and the Crown laid charges of second degree murder against Vince Leiguang Li, 40, alleged by a long queue of people on the same bus, Jul. 31 2008, to have killed Mclean as the bus neared Portage La Prairie, Manitoba.

Vince Li is now in court (at the end of this year, 2008), and the allegations are that he was witnessed attacking with a knife and stabbing Tim McLean, 22, to death by inflicting multiple stab wounds to the chest; cutting off the head of McLean; committing gross indignities to McLean's body including allegedly cannibalizing and collecting body parts. The attacker unleashed a bestial fury witnessed by more than 35 Greyhound Bus passengers while the 52-window coach crawled through the night closer to the destination. Witnesses have described that Vince Li attacked Tim McLean with a knife while a movie played in the night for some of the passengers and sleep began to take others who were awakened only to be transfixed by a horrifying spectacle.

Everybody scrambled off the vehicle while heinous deeds were unfolding but it was by then too late for Tim McLean. Vince Li told police when it was finished (Li occupied the bus for several hours with the deceased during a stand-off with police) and he was put under arrest on the highway near Portage La Prairie, Manitoba, at about 1:30 A.M., "I have to stay on the bus forever."

"No, you have to go to court and change your name," which trial began in November, "and if they find you guilty you have to go to jail, and if there is any justice, there you will stay forever." This incident ranks as the most savage of the year. Vince Weiguang Li immigrated to Canada in 2004. He lived in Winnipeg first and became a Canadian citizen somehow rather swiftly and moved to Edmonton when his marriage faltered. Edmonton was Vince Li's home address at the time of the murder.

Li was a newspaper deliverer in Edmonton and had a small income. People who know him in Edmonton said he spoke Mandarin, lingua of the ruling class of China. He was fond of gambling and frequented card tables at Edmonton casinos. He had apparently reunited with his wife in recent months. Tim McLean's mother Carol DeDelley has called for a return to the death penalty for cases of extreme violence such as what happened to her son. She has said that at the very least 'Tim's Law' has to make sure people who commit heinous murders never get released. Her position has a lot of supporters, as society is outraged in the face of what appears to be increasing degrees of violence if not numbers of violent incidents.
 
The second most chilling news story with a maximum degree of savagery turns out to be another trial presently underway, the first degree murder trial of Jeremy Steinke, 25, on three counts, alleged to have killed the family of his 12 year old girl friend in Medicine Hat, Alberta. She was convicted last year of three counts of first degree murder, the youngest ever multiple murderer in Canada. She cannot be named because of the Youth Offender Act. Jeremy Steinke's trial was moved to Calgary and this trial is running at the same time as the proceedings in Portage La Prairie against Vince Li.

The savagery in the Steinke case involves the murder of two adults and an 8 year old boy, in the small southern-eastern Alberta city of Medicine Hat in 2006. As this trial proceeds Jeremy Steinke was recanting his Goth Cult beliefs and painting the process of triple homicide as one of passion, and in light of some of his own words to the jury, because he took the stand in his own defense December 2, 2008, as an act of self-defense. He was only conducting a home invasion with supreme stealth to sneak his 12 year old girlfriend out for the night. It went all wrong because he was dressed in a cat burgler-cross-Goth wardrobe and it scared the mother who confronted him. She died under a fury of 12 stab wounds.

Oh yeah, he testified to being wiped on several powerful drugs, including cocaine, ecstacy, and alcohol, and he was, oh, also, by the way, under the impression that the 12 year old girlfriend was 16. He hasn't explained a statement he claimed to have made at the scene in reply to the dying father, who asked, "Why?" Steinke had told officers in transit to a psychiatric assessment that he replied to the dying father, "Because you are abusing your daughter, who, he said to the jury, he thought was 16 (and if so, not old enough to deal with it herself?). Forensics showed one stab wound to the groin was 9 cm deep.
 
According to Jeremy Steinke, killing of the 8 year old boy (who was surely not involved with abusing the 12 year old girl), well, that was all the girl's doing. And in fact the whole awful deed was her fault. The court last year saw it that way, that she had a hand deep in the entire matter, and that court sentenced her to 6 years and maybe as many as 10 years for the multiple murder of the people who won't be there to meet her when she leaves the psychiatric facility in Edmonton. For her part during her trial she pretty much blamed Jeremy Steinke. She hasn't testified at the Steinke trial yet, but she was placed on the witness list.

Charged with first degree murder of 26, convicted of second degree murder of 6, Willie Pickton ranks as the most haunting savage in 2008. It looks for the entire world like he might get away with 20 murders or more. The proceedings have so far been stayed on the remaining 20 charges. The appeals have been filed by both Crown and defense, begun by the defense in January this year; and in April 2008 a judge set aside proceeding with the next trial of the 20 outstanding charges until the appeals have been heard. Since then it has been all quiet except for in the hearts of the families who lost loved ones.

In a footnote on savagery, the trial of Thomas Svekla took place in the beginning of the year, at the precise moment when another body of a sex trade worker was found. Svekla was charged with two murders, and found guilty of one, the second degree murder of Theresa Innes, not guilty of the murder of Rachel Quinney. If he wasn't the serial murderer that he talked about with his sister, Svekla was probably more knowledgeable about the disappearing women in Project KARE than he has admitted so far.
